ARTICLE I. GENERAL RULES and LEAGUE STRUCTURE
a - The name of the league shall be the The Elite General Manager League
b - There shall be sixteen (16) active members.
c - The active members will be required to :
Pay league dues.
Play all games required by the league.
Report all results to opposing managers and Commissioner and to mail monthly instructions.
Be prompt, courteous, accurate and reliable.
d - The Commissioner will be required to:
Collect league dues and handle financial duties.
Settle disputes and protests.
Review prospective new members.
Publish monthly newsletter and annual yearbook.
Review all trades, and veto any that are not in the best interests of the league.
Assess fines to members who are derelict in their duties.
Run the annual rookie/free-agent draft.
Prepare and distribute the league schedule.
e - The Assistant Commissioner will be required to:
Assist the commissioner in his duties.
Settle disputes or protests directly involving the Commissioner.

ARTICLE II. DIVISIONAL ALIGNMENTS and PLAYOFFS
a - There shall be four divisions comprised of four teams each.
b - Teams shall be assigned geographically when possible. The Commissioner may change the alignment to benefit the leagues best interests.
c - Each team will play 15 home games and 15 away games vs. divisional opponents.
d - Each team will play 3 home games and 3 away games vs. interdivisional opponents.
e - The season shall run from April to September and shall be 162 games.
f - The commissioner may alter the schedule and games played against teams in the best interests of the league.
g - Each of the four division champions and two wild card teams will be in the playoffs.
The wild card teams will be the two teams that do not win their divisions but have the best overall record.
The first round of the playoffs will be best of five (2-3). The worst wild card will be at the 3rd best division winner and best wild card and 4th best division winner.
1st and 2nd division winners receive first round byes.
If one wild card team is from the same division as the 3rd or 4th division winner, they will face the opposite team in first round.
Second round series shall be Best of Seven (2-3-2).
Best record vs. Fourth Best and Second Best vs. Third Best; Best and second Best have home field advantage.
The playoff winners will meet in a best of seven (2-3-2) World Series; the team with the best record will have home field advantage.
A wild card team may only have home field advantage vs. another wild card team in the World Series.
h - If two teams are tied at the end of the regular season, they will play a best of 3 playoff. The team with the better head-to-head record will
have home field advantage; if the records are the same, a coin flip will determine home field advantage. The series will be (1-2).

ARTICLE III. ROSTERS and RIGHTS of OWNERSHIP and PLAYER LIMITS
a - Each team must maintain a roster of 35 players. All players shall be active if the version of the game is anything but the DOS version.
Only 26 players shall be active if played using DOS version of APBA computer game.
b - These players may be carded, XB's, or uncarded; but only players appearing on that season's data disk may play.
c - Each team must have enough players to start 162 games at each position and have a back-up at each position; a player may
serve as a backup for more than one position.
d - Uncarded players must have appeared on the previous year's roster of the team or another team in the league.
e - Each team shall be assigned a major league franchise:
The team shall receive all players from this team that are on the data disk.
The team will receive this team's rookies in following seasons.
A rookie is defined as never having appeared on a data disk produced by the APBA game company.
f - Players are property of their team from one season to the next, unless they are cut or traded.
g - The Trading Period shall begin on Midnight April 1st and end on Midnight August 7th.
h - Each team will be allowed to make one trade during the season up to and including January, 31 at 11:59 pm EST.
i - Both managers must report a trade to the Commissioner for it to be official.
j - Trades may involve any player on a team's roster or any draft pick a team owns.
k - The Commissioner can veto trades made not in the best interests of the league.
l - The Commissioner may extend the trading period.

PLAYERPITCHER LIMITS
m - Batters shall be limited by their actual games played provided that the number of at-bats is at least
twice the number of games played. Otherwise, the batter is limited by his at-bats.
n - Starting pitchers are limited by their actual starts.
o - Relief pitchers are limited by their actual innings pitched.
p - Split grade pitchers are governed by rule III - n if used exclusively as a starter; rule III - o if used exclusively in relief; or by both if used as both.
q - D (1 - 5) pitchers may pitch an unlimited number of relief innings whether they are a starter or reliever, but are still limited to actual starts.
r - Any unused starts or extra appearances of an A, B, or C starter may be used in relief, up to a maximum of 2 innings per game.

*J-3 and J-4 Option: Every game as a pinch hitter, pinch runner or defensive sub, but only allowed one plate appearance.
May PH or PR and then play field, but cannot exceed one plate appearance.
Relief pitchers are also governed by the relief rest chart

ARTICLE IV. PLAYING RULES
a - The APBA Major League Baseball Game--basic version or computer
versions will be the only games allowed, home manager's preference decides and must be stated prior to beginning of season.
Manager must indicate BASIC GAME, DOS, WINDOWS or MASTER.
b - Injuries last for the duration of the game only, except for J-0's. For J-0's roll one die. If the number is odd he is removed from the game,
if it is even he stays in the game. In all cases, the play result stands. All ejections are counted. (BASIC game rule only)
c - The designated hitter rule will be used. Pitchers may not pinch hit, pinch run, or play the field in any position other than pitcher.
d - Starting pitchers must pitch at least five innings or give up three earned runs before being removed (unless a MicroManager is used).
e - Starting pitchers must have at least three games rest between starts.
f - Starting pitchers may not pitch more than 10 innings per game.
g - Rainouts and rain delays:
Before the game is official, it is considered a rain delay. Pitchers must be removed from the game or are reduced by one letter grade.
Once the game is official, the game is over at that point. (BASIC game rule only)
h - Relief Rest Chart for graded (C or 6 and higher):
IP 1/3 - 2 = no rest needed
IP 2 1/3 - 3 = 1 day of rest
IP 3 1/3 - 4 = 2 days of rest
IP 4 1/3 - 5 = 3 days rest
i - No unusual play card or error card will be used.
j - The batter must have at least 2 "31's" to hit and run. For computer players, Hit and Run Ability must be 2 or more.
k - If a pitcher allows 5 earned runs during the course of the game, he is reduced to a D regardless of his card rating.
Advancement rules are the same as on the game board. (BASIC game rule)
l - If a pitcher has a Z and 2 consecutive "14's" are rolled it is a walk regardless of the playing board notation.
If a pitcher has a ZZ, it is 2 balls with bases empty and with runners on 1st and 3rd.
m- A player can only play a position that he is not rated at if both the starter and backup(s) have been injured or ejected.
He then becomes rated the worst at that position.
n - If a player is rated slow, i.e. he has an S on his card, he is not thrown out if he tries for an extra base he holds automatically at the previous base.
(Ex: An 8 with a runner on first, he holds at second; but on a 7 he would still go to third) (BASIC game rule only)
o - Fielding:
infield below 30 team below 36 ---fielding 3
infield 30-34 team 36-40 ---fielding 2
infield 35 or more team 41 or more ---fielding 1
p - Stealing will only be allowed in the computer game if allowed by the Master Game Steal Allowance Chart.

ARTICLE V. STATISTICS

c - Statistics should be totaled at the end of each month and sent to the Commissioner.
d - The totals should be the cumulative totals for the season to date, not just monthly totals.
e - Also included in the monthly report should be:
Team totals.
Won-Loss Record for Season-to-date.
Home and away records.
Results of all series for the month.
Anything exceptional or unusual, e.g., no-hitters, multi-homer games, the cycle, etc.
f - The Commissioner may provide a standard report form at his discretion. You are to make copies of the original.

ARTICLE VI. INSTRUCTIONS and SERIES RESULTS
a - Instructions should be no longer than one page and must include:
Lineups and Backups
Starting Rotation
Relief Instructions
Other Instructions you wish to control
26 Man Active Roster (if home manager is playing DOS version)
b - Instructions must be postmarked by the first of the month. If instructions do not arrive by the tenth of the month, play with the
default instructions provided at the start of the season. Default instructions may only include: Lineups (vs RHP and LHP), Rotation, Bullpen,
Players not to be used in DOS version. Default Instructions to the Commissioner must be postmarked by September 15.
c - Results must be sent to the visiting manager and postmarked by the twenty-fifth of the month.
d - Results must include:
Copy of the box score for each game using AJ scoresheet, Game Company scoresheet, computer printout or other approved scoresheet.
(Nothing homemade or hand drawn will accepted unless pre-approved by the commissioner.)
Compiled batting and pitching statistics for the series.
Team totals for the series.

ARTICLE VII. DUE DATES, PENALTIES and the DRAFT
a - Instructions must be postmarked or e-mailed by the first of the month.
b - Series results must be postmarked or e-mailed by the twenty-fifth of the month.
c - Monthly report to Commissioner must be postmarked or e-mailed by the first of the month following play.
d - Other deadlines will be set by the Commissioner when necessary.
e - Fines will be given for lateness according to the degree and extent of lateness.
f - It is each manager's duty to report lateness by other managers.
g - Fines will be graduated as follows:
1st offense - 6th round draft pick
2nd offense - 4th round draft pick
3rd offense - 1st round draft pick
4th offense -lose of 1 incoming rookie to be voted on
by the league
5th offense - expulsion from league
h If the manager does not own a pick in the round and cannot come up with one by draft day,
he is fined the next highest pick he has. If there is no higher pick available, fine is applied to best pick he owns and all other picks go to end of the round.
i - Draft order will be determined by inverse order of finish using regular season records.
j - Ties will be broken in the following manner:
Season record, then head-to-head play, then a coin flip.
k - The draft will be held on the Saturday before Superbowl weekend, and begin at 12:00 pm Eastern Time.
l - All unowned players on the data disk (carded), less awarded franchise rookeis, will be available in the draft.
m - The draft will last six rounds.
n - All teams will have a choice of drafting by phone or list sent via mail or e-mail. Those who draft by phone must send an emergency list or
instructions on what to do if there's an emergency. This date will be set by the commissioner.
o - The Commissioner will make a list available to all managers of players available for the draft.
p - The Commissioner will make a report available to all managers after the draft.
q - The due date for rosters to be mailed (postmarked) is March 15.
r - All "carded" cut players will be available for a waiver draft. Each team is entitled to draft one player, but must release one player if needed
to stay at the 35 man roster limit. The order will be the same as the draft, and be conducted via e-mail within two weeks of the rookie draft.

ARTICLE VIII. PROTESTS
a - A manager who believes that the opposing manager has violated the Constitution, the rules of APBA, his instructions, or used a player
illegally may protest by informing the Commissioner in writing and providing evidence.
b - The Commissioner will inform the protested manager who then must provide his defense in writing.
c - The Commissioner will then decide on the protest and his decision is final.
d - The Assistant Commissioner will decide on protests directly involving the Commissioner.

ARTICLE IX. POSTSEASON AWARDS
a - The Most Valuable Player award, Cy Young Award, and Manager of the Year award will be decided by a vote of the league managers.
b - The Fireman Award will be decided in the following manner:
2 points for each win
2 points for each save
(-1) point for each loss

ARTICLE X. AMENDMENTS and RULE CHANGES
a - Any manager may propose an amendment in writing.
b - A two-thirds vote of the league is needed to approve an amendment.
c - The exception is rule changes that involve the playing rules, i.e. Rules IV-b to IV-o. These rules need only a majority vote to be changed.
